Portuguese Golden Visa Changes Take Effect

Portuguese President Marcelo Rebelo de Sousa announced through an official statement that he enacted the Mais Habitação (More Housing) bill on September 31st, 2023.

The bill encompasses various new and amended laws concerning housing in Portugal, and among those is excluding property and real estate-adjacent investment categories from the Golden Visa.

The new law took effect on October 7th, meaning that prospective Golden Visa applicants are now limited to these qualifying investment categories:

  • A €500,000 investment in mutual investment funds with a holding period of five years that do not invest fully or partially in real estate projects and allocate at least 60% of their investment capital into Portuguese companies.

  • A €500,000 investment into a new or established Portuguese company that will create at least five permanent jobs.

  • A transfer of €500,000 to support research activities within the country.

  • A transfer of €250,000 to support cultural and artistic activities.

  • The creation of ten permanent jobs.

The last three investment options still qualify for the 20% discount if they are applied in low-density areas.
